Since 1 January 2026, businesses established in Belgium must send and receive domestic B2B invoices as structured e-invoices. In practice that means Peppol, unless both parties agree on another compliant format. PDF invoices by email no longer count. Fines run from €1,500 to €5,000 per repeat offence, and near real-time e-reporting via Peppol follows on 1 January 2028.

Belgium is one of the first EU countries to make e-invoicing compulsory between businesses. If you run a company in Belgium, or an international business with a Belgian entity, your invoicing has changed from a document you email to data that moves between accounting systems. This guide covers what the rules require, who they apply to and how to keep the process running smoothly.
What is Peppol e-invoicing?
Peppol is a European network and standard for exchanging invoices as structured data between accounting systems. Instead of a PDF that someone retypes, the invoice arrives as machine-readable fields: supplier, customer, VAT number, lines, VAT rates and totals. The receiving software can book it automatically.
Each company connects through an access point, a certified service provider. Many accounting packages, such as Exact Online, Octopus, Yuki and Billit, include one. Belgium uses the Peppol BIS Billing 3.0 format, based on the European standard EN 16931.
Who has to use Peppol in Belgium?
The obligation covers domestic B2B transactions between VAT-registered businesses established in Belgium. It applies to companies of every size, including sole traders and small businesses. A few groups fall outside it:
- Sales to consumers (B2C)
- Businesses that only make VAT-exempt supplies without a right to deduct
- Companies in bankruptcy or judicial reorganisation
- Generally, foreign businesses registered for Belgian VAT without a fixed establishment in Belgium. Check your own position with your tax adviser.
Peppol is not legally the only option, because two parties can agree to use another protocol that meets the standard. In practice, Peppol is the default for almost every Belgian SME.
What are the fines for not complying?
Fines increase with each breach, and the tax authority does not have to give a warning first. After a three-month tolerance period at the start of 2026, the penalty scale is:
| Breach | Fine |
|---|---|
| First | €1,500 |
| Second (within three months) | €3,000 |
| Third and later | €5,000 |
Receiving matters as much as sending. A company that cannot receive Peppol invoices also falls short of the rules.
What changes in 2028?
From 1 January 2028, Belgium introduces near real-time e-reporting based on Peppol. Invoice data will be shared with the tax authority as you send and receive invoices, through what's called a five-corner model. The annual customer listing (klantenlisting) will disappear. Any invoice error then becomes a VAT data problem too, not just an issue with a customer. A clean Peppol process built now makes 2028 much easier.
How do you get ready? 6 practical steps
- Check your software. Confirm your accounting package can send and receive Peppol BIS 3.0, or choose an access point.
- Register on Peppol. Make sure your company is listed in the Peppol Directory under your enterprise number (scheme 0208) and/or VAT number (scheme 9925).
- Clean your master data. Verify customer VAT and enterprise numbers against the Crossroads Bank for Enterprises (KBO/BCE).
- Set up VAT codes correctly. Pay special attention to reverse charge (medecontractant), intra-EU supplies and exempt items.
- Agree on references. Collect purchase order numbers and buyer references before invoicing, so customers don't reject invoices.
- Assign an owner. Someone should check delivery statuses and rejections every day, not at month-end.
What are the most common problems after go-live?
Most rejected invoices trace back to master data, references or rounding. The issues we see most often are:
- The customer isn't registered on Peppol, or the wrong identifier is used
- Missing or incorrect VAT or enterprise numbers
- Line totals that don't add up to the invoice total because of rounding
- Wrong VAT category, for example reverse charge without category AE
- Missing purchase order or buyer reference
- Credit notes sent as negative invoices instead of document type 381
Fix the cause in your accounting software, not in the file. That way the same error doesn't come back on the next invoice.
Who manages Peppol day to day?
The rule is simple, but the daily follow-up is real work. At many firms nobody owns the access point status, so rejections sit for days. At Haven Teams, a dedicated Finance Desk bookkeeper handles that daily routine in your own software, under your procedures and with your sign-off. Frequently asked questions
Is Peppol mandatory in Belgium?
Yes. Since 1 January 2026, businesses established in Belgium must exchange domestic B2B invoices as structured e-invoices, and in practice that means Peppol, unless both parties agree on another compliant protocol.
Is a PDF invoice by email still valid in Belgium?
Not for domestic B2B invoices between Belgian VAT-registered businesses. A PDF can still be attached to the Peppol invoice as a copy, but the structured e-invoice is the legal invoice.
Does the Peppol mandate apply to small businesses?
Yes. There is no general exemption for small companies or sole traders. Only specific groups are excluded, such as businesses with only VAT-exempt supplies and companies in bankruptcy.
Does it apply to foreign companies?
Generally the obligation applies to businesses established in Belgium, including Belgian fixed establishments. Foreign businesses registered for Belgian VAT without an establishment are usually outside it, but should check with their tax adviser.
Does Peppol apply to B2C invoices?
No. Invoices to consumers are not covered by the B2B mandate.
What are the fines for not using e-invoicing?
€1,500 for a first breach, €3,000 for a second within three months and €5,000 for a third. The tax authority can impose fines without a prior warning.
What is e-reporting in Belgium?
From 1 January 2028, invoice data will be reported to the tax authority in near real time through Peppol. It replaces the annual customer listing.
What is a Peppol access point?
A certified service provider that connects your accounting software to the Peppol network. Many accounting packages, including Exact Online, Octopus, Yuki and Billit, have one built in.
Why was my Peppol invoice rejected?
The most common reasons are an unregistered recipient, wrong VAT or enterprise numbers, rounding differences, an incorrect VAT category or a missing purchase order reference.
Can someone else manage our Peppol process?
Yes. A dedicated bookkeeper can monitor delivery statuses, fix rejections and keep master data clean in your own software. Haven Teams offers this through its Finance Desk.
